Agencies have known for some time that new guidelines governing overtime were coming from the Obama administration, and they braced themselves for the worst, knowing a lot of their employees would be impacted.
When the rules came out last month, it appeared they had been right.
Up to a quarter of all agency employees will be affected by the mandate, which raises the ceiling for who must be paid overtime from an annual salary of $23,660 to $47,476,
